I recently made a trip to the passport office again to get a passport under the tatkaal scheme and it was as smooth as butter. No bribes, no harassment and no problems. I have decided to share my experience here so others can benefit from it. I have tried to cover all points and made it very comprehensive in nature. Ask in comments if you want a clarification on anything.
First things first, to get a passport under Tatkaal or even the General scheme, you need to have all your papers in order. People in the passport office had such gross errors on their documents and still expected the passport office to issue them a passport under the tatkaal scheme. I will given an example here :
This lady had a proof of residence which was made 30 days ago (Voter ID Card) , she claimed to have been born and brought up at the same place in Delhi but her 10th class certificate was from a Lucknow based school. If you do stuff like that , you will never get your passport. Do not conceal facts at the passport office. People like the above will then try to bribe officers and curse corrupt India. Its infact people like the one I have mentioned above who irritate the employees at the office. This lady had a fake Birth Certificate made which is a crime.
Here are the documents you will need :
1. Using a Verification Certificate : This is usually the option if you have parents in the Govt. who might be knowing people of the rank of under-secretary and above or if you know someone in the Army who is an officer above the rank of Major. If you have a VC, half your work is done. Dont forget to take the I-Card photocopy of the person issuing the VC.
The list of officers who can make the verification certificate is :
(i) An Under Secretary/Deputy Secretary/Director/Joint Secretary/Add. Secretary/Special Secretary/Secretary/Cabinet Secretary to Government of India.
(ii) A Director/Joint Secretary/Additional Secretary/Special Secretary/Chief Secretary to a State Govt.
(iii) A Sub-Divisional Magistrate/First class Judicial Magistrate/Additional DM/District Magistrate of the district of residence of applicant.
(iv) A District Superintendent of Police, DIG/IG/DGP of district of residence of applicant.
(v) A Major and above in the army, Lt. Commander and above in the Navy and Sq. Leader and in the Air Force.
(vi) The General Manager of a Public Sector Undertaking
(vii) All members of any All India Service or Central Service who are equivalent to or above the rank of an Under Secretary to the Government i.e. in the pay scale of Rupees 10,000-15,200 or above.
(viii) Resident Commissioners/Additional Resident Commissioners of all State Governments based in Delhi.
(ix) Concerned Tehsildars or Concerned SHO’s for an applicant staying in the area under his/her jurisdiction.
(x) The Chairmen of the Apex Business Organizations i.e.FICCI, CII and ASSOCHAM in respect of owners, partners or directors of the companies that are members of the concerned Chamber in prescribed performa as at Annexure “J”.
No one will make you a VC if they don’t know you well as its sort of a recommendation for a passport. Do not pester people you hardly know for a verification certificate.
Its recommended that the person issuing the VC be in the same city as you are (it wasnt true earlier, but recent experiences suggest this) and they can be in relation to you except your father/mother.
You will also need a:
a. Residence proof : This is where Tatkaal gets tricky, your address proof should be more than 1 year old for the Tatkaal passport issue. This is not mentioned anywhere on the website or in the offices but is very much the policy. If you haven’t been at your current place of residence for greater than 1 year or don’t have a proof of it, you will need to go via the General passport issue scheme.
For residence proof , private bank statements such as those of HDFC Bank and ICICI bank are unacceptable. It must be a government bank like SBI/UCO/Canara etc.
Also phone bills of Airtel/Reliance/Tata are not accepted. Must be MTNL or BSNL.
b. Proof of date of birth – The class 10th pass certificate is the de facto standard here. Wont go wrong with that. Illiterate people might be able to give a birth certificate as proof.
2. Using 3 ID proofs method : The information on the site is self-explanatory
The applicant also has the option to obtain a passport under Tatkal Scheme on submission of three documents from the Fourteen documents as mentioned below, provided one of the three documents is a photo identity document and atleast one of the three is amongst the documents indicated at (a) to (i) and a standard affidavit (Annexure “I”) on non-judicial stamp paper duly attested by a Notary:
(a) Electors Photo Identity Card (EPIC);
(b) Service Identity Card issued by State/Central Government, Public Sector Undertakings, local bodies or Public Limited Companies;
(c) SC/ST/ OBC Certificates;
(d) Freedom Fighter Identity Cards;
(e) Arms Licenses;
(f) Property Documents such as Pattas, Registered Deeds etc.;
(g) Rations Cards;
(h) Pension Documents such as ex-servicemen’s Pension Book/Pension Payment order, ex-servicemen’s Widow/Dependent Certificates, Old Age Pension Order, Widow Pension Order;
(i) Railway Identity Cards;
(j) Income Tax Identity (PAN) Cards;
(k) Bank/ Kisan/Post Office Passbooks;
(l) Student Identity Cards issued by Recognized Educational Institutions;
(m) Driving Licenses; and
(n) Birth Certificates issued under the RBD Act.
In the 3 ID proofs method, the scrutiny is much more, and much smaller mistakes will get your passport rejected outright.
(All above documents to be produced in original along with self-attested copies)
You also need a standard affidavit in which you pledge your allegiance to the republic of India. Annexure I .

After all your documents are ready :
Fill your passport form completely, printouts from the website are valid as well. Fill the police verification form as well as all other forms. The photos must be on a white background. Get it checked by your friends or relatives, cross out all info that isnt applicable. While filling the form do read the instructions very carefully.
Next step if to take the filled up form,an application for passport under tatkaal, all documents, 2 self attested photocopies of all documents to the RPO. Take care that for Tatkaal you must yourself be present , someone else cant apply for the Tatkaal passport on your behalf.
Go to the passport office (Bhikaji Cama Place, RK Puram, its 200 meters from the ring road) in the morning (around 10 am), move onto the backside of the office and get your form stamped , the stamp has your token number and date. This token number is your queue number.
Now you can enter the office with your form. Move inside and towards the right to get to another room, here is where the Tatkaal counters are, currently counter number 3 and 4 work for this. Wait for your token number and move to the counter that displays your token. Some people will be breaking the line, push them towards the back and politely tell them that its your turn by the token number and they can go after you. For people who don’t understand , tell them the concept of token number. Some people mistakenly believe its a queue system.
Incase your form is rejected at counters 3 or 4, don’t be rude or shout, just ask politely how you can rectify the errors. They are very helpful and unlike the Sheikh Sarai RTO (which is pure unadulterated bull excreta and the officials are unhelpful), they will try and help you get your passport. If you lose your temper, no one will help you. If its something that cant be helped, like documentation incomplete, no amount of shouting or argument will get you accepted, better to leave at this point.
After you are done here , join the line at counter number 2.Here your documents will be checked again, always offer to show them the originals. If your documents and form are in order, you will be asked to make the payment, move onto the cashier who sits in counter 1 and pay him Rs. 2500 , he will issue you a receipt. Check father’s name , your name and DOB on the receipt. The receipt also has your file number.
If you are at this step, congratulations, your passport will reach you in 3-4 working days via India Post if everything is in order. The postman may ask for a bakshish. In my case he asked for Rs.50 which we gave to him. This bakshish business is very flourishing BTW. Even the private courier company which delivers Driving Licenses in Delhi asks for bakshish. While it makes sense to give some to the postman, you should generally scram the courier boys if they ask for any.

Conclusion and Important points :
Getting a passport is easy, I got done in 3 hours flat. Do not hire agents and do not pay bribes.
The main reasons for passport application rejection are :
1. Errors in spelling of name on different certificates, ensure a uniform spelling everywhere.
2. Photograph not having a white background, the passport office will only accept photos which have a white background.
3. Form not fully filled or incorrectly filled, everything has to be fully filled including names of references on the Personal Particulars form. Put NA or ‘– ‘where the info is irrelevant to you.
4. Withholding information, if they detect a mismatch in information provided and the certificates, passport is rejected straightway and depending upon seriousness, other action might be taken. Issuance of passport under Tatkaal is no joke, be prepared for consequences of forging info.
5. Bank Statements must be from a public sector bank.
6. Phone bills must be from MTNL/BSNL.
7. Residence proof must be more than 1 year old.

Hi all,
This is the best information blog I have ever seen for Tatkal. I was trying to apply for Tatkal for my Wife in Hyderabad. I came to know at my SP office that they are not giving Verification certificates anymore. I would like to know whether my my father who is an ATO (Assistant Treasury Officer) is authorised to give Tatkal Verification Certificate for my wife? All the passport agents said verification certificate given by only the Police officials is valid. But it is a contradiction as list of officers given in Tatkal Verification contains many others..
I am really worried about this as agents say it is only SP but the SP says they are not doing it anymore. Please advise me.

The passport agents who say only police can give the certificate should go and sell vegetables.
Any govt. officer above the rank of under-secretary can give the certificate. I do not know the ATO rank but if its above the grade or equal to grade of Under Secretary , he can give the certificate. I myself have used the certificate given by a Deputy Director in Ministry of IT

I applied offline, the online thing is a big hassle in delhi , they give the same time to everyone and anyone, I would suggest you to try and go offline in the morning on a day in the middle of the week.

This is indeed great information. I am applying for a passport for my wife and daughter (1 year 4months old) tomorrow. I have a verification certificate from a Major in the army, but army personnel cannot share a potocopy of their I cards in lieu of that i have got a certificate from his senior stating that this xyz i card belongs to Maj. abc serving in a particular regiment on their official letterhead and the certificate is duly stamped and signed by a Lt. Col.
Is this ok or do you have any more info on this

My uncle had given the letter to my brother some 3-4 years ago. He was a Col., I remember him saying the same thing about not being able to share the I-card My uncle has confirmed there indeed is an army order barring the giving of the I-card photocopy. I do not remember what we had done at that time.
Since you are going tomorrow, it is not enough time for me to check from my sources. Your best bet is the passport office, the people at the RPO Delhi are incredibly nice people unless you tick them off. Just talk to them politely, and even if they reject the app, ask them politely about the reasons and how you can rectify.
Dont tell them about the I-card thing unless they ask you. They might give you a small form to fill which will be sent to the officer concerned to verify that he issued the certificate.

@Vijay – The agent is a fool then. Why do you people go through agents and increase corruption in India, the system is very easy for honest citizens who have complete documents. Also agents cant apply for you for a tatkaal passport, either he is looking to use an illegal route or he will pocket your money and ask you to stand in line.
I do not know what a MRO is , if he is a Govt. officer of or above the rank of under secretary in the government , it will work 1000%
Also , I will not answer any queries pertaining to people who have been told xyz by agents, agents are corrupting our passport issue system and you people by hiring them are encouraging corruption.

1. Driving license more than 1 year old
2. Election ID card more than 1 year old
3. Telephone bill from BSNL more than 1 year old and recent
4. Govt. bank statement , more than 1 year old and recent.

I am sorry Abhijit, it wont work, only govt. issued address proofs older than 1 year would work for the tatkaal passport, infact someone in the RPO on the day of me going had a letter from his company, the officer refused saying that private proofs of residence are not acceptable.
You can get an election ID card and try in the normal passport scheme. Tatkaal is meant for people whose background can be vouched for as police verification takes place later. In cases such as yours, a private company’s word (no matter how big or reputed) cannot be taken and put above national security. Also if you have not been at this place for more than 1 year, you will not be granted a tatkaal passport under any circumstances.
If you have doubts, you can try the application, at most it will cost you 1 day, the passport officer would be able to tell you your options.

It takes around 45 days to get the passport under the normal scheme of things if all docs are in order and police verification is OK.
If you are at this place for 2 years, you should have got the election ID card made atleast.

And my current residence proof is my citi bank staments one year old and rent agreement. will they agree for same? because as per instruction we can sudmitt 3given documents and 1 verfication certificate with standard affidavits. Is affidavits should be in the formart given by the gov in site? Is it compulsory to take residency certificate bcos its writtebn that we can submitt any 3proof. In which i have birth certificate, ration card and pancard? I need to submitt my qualification certificate also?

Firstly Citibank statements will not count as a proof of residence neither will your rent agreement. Unless you have a fixed line mtnl line to your name for >1 year or a govt. bank statement/passbook. Infact dont even try citibank, they will just scold you for wasting their time.
For the three ID method, sorry I forgot to mention this in the post, Ration cards are not accepted as a proof of residence, its due to a government notification that ration cards are no longer accepted. Even the passport guideline states if rationcard is submitted additional proof of residence is needed.
Birth certificate + pan card is ok, you will need one item from (a) to (i) , as things currently stand you will not be able to get a passport under tatkaal. If you have a SBI passbook, or a MTNL phone line or electricity line in your spouse/father’s name, that may also work. I am sorry for that, but if papers are incomplete no one can do anything no matter what they promise. Tatkaal is strict about documentation. Your papers wont even work in normal 45 day passport procedure from what I understand.
Anyway, goto the RPO with a filled form and all the stuff done, the passport officers will be able to tell you what you can do, I have tried to help you to the best of my abilities.
Affadavit is as per govt. site, print it on a proper non-judicial stamp paper and get it notarised after signing it twice at deponent signature.

Thankyou so much for your information, however as per the instruction we need to provide three documents from the 14 metioned and one from (a) to (i) serial. It means that if we submitt, Birth certificate, pan card, 1 verfication certificate, standard affidavit and ration card , we can be able to get the passport from tatkal scheme. As per instruction in (a) to (i) serial Ration card is also mentioned. Any additional proof apart from this?

My passport is going to expire in Nov2011. I would like to apply for new passport under Tatkal sceheme. My current passport was issued from Ghaziabad but I’ll be applying it from RPO Delhi as I’m staying in Gurgaon from last 2yrs. I would like to know if there is an alternate of Verification certificate. I don’t have any source from where I can get the verification certificate. I can attach Passbook of post office, Pan card, Copy of ration card &10th Certificate. Ration Card is not having my present address mentioned.
Pls advise on the basis of these doc can I apply for a passport under Tatkal scheme.

Yes, infact instead of the verification certificate , you can use the 3 ID proofs method, from the list above , get any 3 ID proofs and atleast one of them should be from (a) to (i) and if its a ration card, you need an extra address proof.
I think you may need a new ration card, or need to get the address on that corrected. Is the postoffice account more than 1 year old ?

@Priya – I am not too sure about Ration Cards since I have had a very bad experience with them. Also I am pretty sure that Ration Cards were denotified as proofs of addresses. You can try one day, max cost = 1 day.
Your company’s ID proof will not be accepted, you will end up getting scolded by the passport officer, happened to some people around me. Only PSU/Govt. IDs are recognised.
Since you will have a verification certificate, they will be nicer to you and will tell you how to rectify in case of problems.

I have to apply for the passport under the tatkal scheme under the Option B.
I have these three documents:
Voter Id card.
Canara Bank Pass Book
Pan Card.
But the problem is that my Father’s name on the Voter Id is incorrect and not matching with the actual name on the other documents say Pan card, 10th class certi.
I dont have any other proof from (a) to (i). Will the voter id serve as one of the valid document??
Please help. Its really urgent.

@Yogita – Worth a try, maybe they wont notice the difference,
Voter ID should work as a valid proof if its only a brief spelling mistake. If its a different name altogether, then it can be a problem.

Actually, there are 2 additional letters in his middle name. To be more specific, his middle name is Chand and its mentioned as Chander in the Voter id. I think thats only a brief spelling mistake.

@Rohit – It will work, get a latest statement from the post office also if possible.
@Ritu – No problem will be there in police verification from what I can tell, but it can cause problems in future. If you get remarried, then your old divorce decree would reveal that you had lied in your passport application. In the police verification, the policeman just asks you to get stuff signed by your neighbours.

You should preferably give names and addresses of people in your locality only, the policeman can ask you to go and get your name and address verified from them when he comes.

I have been working in Hyderabad for 9 months now and am originally from Delhi. Recently I got an offer to travel abroad so need a passport urgently. I am planning to apply via Tatkal Scheme. Facing the following problems :
1. Cannot apply for Tatkal from Hyderabad, coz I have been here for less than 1 year ( as you said somewhere in your blog )
2. Can’t apply by the normal scheme as need it urgently.
So I am planning to travel to delhi to submit the applications personally. I have received a VC from a Colonel and have the other necessary document. The doubt that I have is do they conduct a Police verification after the submission of the application? I can’t take 4-5 holidays from my office on such a short notice and am thinking of travelling to Delhi on this Friday (19th march) and come back by Sunday. So would not be present if any police verification is done. Can you please tell me approx after how many day the police verification is done or is it done at all?
Also do we need the Annexure I ( affidavit signed by notary public ) as well along with the document?

@KD – 1. You need Annexure I
2. The police verification is conducted after the passport is received by you, its usually 7-10 days after you get the passport. It is DEFINITELY done.
Yours is a tricky situation since a neighbour might blurt out you dont live in the area in the post police verification.
@Mismi – there is nothing called conversion to tatkaal, if you have applied in normal, you cant convert it from all the provisions I have seen.
From what I see there is an unexplained delay in your application’s verification. What does the officer at your local police station say ? You have no option but to attend the verification. In New Delhi, the police comes to your house to do that.

Thanks for the prompt reply WiseTechie. As I heard from one of my friends, if you are not present for the police verification for some reason, then you need to go to the PS specified, personally to complete the procedure. That could work out in my case, if it’s true

I read a FAQ on the Passport site that if you have been residing in the current place for less than an year, then you need to provide two more personal particular information forms with this new address. I know that I’ll have to keep current address as temp and Delhi address as permanent, but am unsure if I should apply from Delhi or Hyderabad.. and if Tatkal Scheme application for this or not.. I think am screwed

If you want Tatkaal passport in Delhi you will have to show that you never moved out of Delhi. The tatkaal passport form cannot be submitted using a proxy, so you will have to submit it yourself.
Also, I am a little unsure about what happens if your arent at home when the policeman comes, if what your friend said is true, you might be able to pull it off.

@Priya – I dont know what citizenship docs are, but most probably they need to verify your antecedents , take along ur birth certificate, class 10th certificate, all educational and address proofs.

Hi, I applied for my wife’s passport and passport website says that it has been dispatched on Mar 17th, 2010. I thought i will be receiving the same the next day that is Mar 18th, 2010 but i did not being Speed Post with in same city(Delhi). 1) Do we need to tell the exact reason of applying for Passport under tatkal scheme?
2) On all of my documents the spelling of my name is accurate but the address is written in different way, will it cause any issue? for example in some documents street No. in not mentioned, in some documents first address line is after second address line.
3) My wife is not from the same city but same state and I’ve marriage certificate. what other documents do I need to get as address proof for her if I want to apply for a passport for her?

1. No specific reason is needed to apply for tatkaal passport.
2. It should not be a problem as long as its obvious the addresses are the same. It all depends upon the discretion of the passport officials.
3. Its best if she has a address proof in her name. For tatkaal she needs to be at the residence for >1 year.Govt. bank passbook <1 year old + your address proof might also work.

hello everyone. i applied for the passport under tatkal scheme at the kolkata RPO and this site was greatly helpful to me n i am thankful for it.i would like to share my experience
to get a token from kolkata R.P.O. ( dalhousie branch ) u have to
1. reach the office by 9 A.M. and wait in queue till 4 P.M. braving all odds (heat, hunger,pedestrians passing by, even arguing with people). only then will u be allowed to enter the office. so better come prepared.
2.have the correct documents . Remember, any document from elected representatives is not counted. (like V.C from an mla will not work).
the officer verifes ur documents on the first day and issues a token for the next day to only 60 people with correct document.
i had V.C from first class judicial magistrate. but was rejected on first occasion due to 2 reasons my V.C had no refernce no. and my present address proof was a lease deed from ward councellor (elected representative). on the second count i had the reference no. and sbi passbook as local address proof. so after arriving on the alloted time and date my documents were verified and i was cleared for the passport.
if u have a V.C then address proof need not be older than 1 year.
Hope this helps to anyone applying from kolkata RPO.

Hi! I am student of IIT Delhi.
I applied for my passport on 09/11/2009 from delhi. My police verification was lost or whatever, but it did not reach passport office. Then again on 10th April my verification was done. I need to get my passport very urgently as I need to leave in 2nd week of May for my internship. I have visiting passport office and delhi police but all in vain and a lot of my money i sepnt.
Kindly tell me can i convert it to tatkal or can i cancel this application and apply fresh application for tatkal?
I am originally from Udaipur(Rajasthan) but stay in IIT hostel in delhi. Can i reapply in Rajasthan under tatkal scheme. Plz help!

Getting passport by second week of May would be almost impossible and even if you do, visa etc. just wont happen.
What you can do is write a RTI application to the passport office on your status, you should have done this RTI a long time ago, get in touch with a good NGO which helps people frame RTIs for passport office.
If its really that urgent, you can try under tatkaal in Rajasthan, might just work. But I am not too sure for the penalty. Might want to check that bit out.

I am going to apply for a fersh passport under tatkal scheme. I have all the required documents and also the Verification Certification, as required.
But a few doubts I have, I need your help to clear those.
1. I have the VC, do I still need the affidavit as stated in Annexure “I” of the instructions?
2. All my documents like Voter card, Driving license, Pan Card, etc has my surname on them but my academic certificates only have First Name and Middle Name on them, which includes Matric Certificate, needed as a proof of date of birth, and my Post Graduation certificate needed for ECNR. Please guide me, wud thi be a problem? if yes, then how t orectify this.

@Maddy – Annexure I is needed in all tatkaal cases.
The middle name thing may or may not pose a problem, just depends on the passport officer. I would suggest you go and if the officer objects, explain your case to him honestly and he will be able to guide you on how to rectify the documents issue. Which city are u in ?

I am from Harda(Madhya Pradesh),i am currently in pune(Maharashtra) from last three years.
I have applied for a passport from Pune at with following proof.
(1)Bank Statement of 1 + year
(2)Company letter
(3)Electricity bill
(4)Affidavit of residence proof in pune (I am living in a rented flat)
My file created and i called for police verification.
But file was rejected because of incomplete residence proof ,because i was not able to submit residence proof affidavit.
(Actually on electricity bill one lady has name,and she was not ready to make sign on affidavit because of some their family conflicts)

@Rakesh – If your application is closed, you can apply again from your new place, however you might have to declare your old application in the application form.

What are the circumstances under which a passport officer can decline the passport application form for re-issue of passport under Tatkaal scheme depite
the documents are in order as prescribed under tatkaal scheme (VC issued by the DCP Plus Ration card, spouse passport, PAN CARD, DL, Voter ID) except section 5. The reason given by the passport officer was at his discretion to accept the application under tatkaal scheme, besides, the original passport was issued with police verification and subsequently renewed without police verification. Hence, the passport officer refused to accept the application under tatkaal scheme and insisting me to apply under normal scheme. Please verify and let me know whether the passport officer is empowered to do so?

@kumar – If you have been staying at your address for less than 1 year, your application will not be accepted in Delhi RPO. For a better response, attach a copy of your application and make an RTI and ask why your application was rejected alongwith certified copy of the particular rule applied.

I was staying abroad, obviously I have not been staying continuously for one year in that address, but it is my permanent address and I was staying for more than 4 years whenever I come to India for vacation. Moreover, I have got my voters ID in 2006 and ration card in 2007 and SBI account in 2006. Last 9 months, I have been staying in India. I don’t think overseas stay wouldn’t
be considered for the purpose of continuous stay for one year. Nevertheless, it wasn’t concern for the passport officer.
The main issue was police verification, so the passport officer forced me to undergo and complete the police verification since it wasn’t obtained by them while issuing the passport. Hence, again, the passport officer doesn’t want to issue the passport on post police verification basis. However, I would like to
know whether the passport officer has discretionery power to reject tatkaal
application. Accordingly, I would like to initiate the legal proceedings.

See the only way to find that out is via a RTI, ask for a certified copy of the said rule as I said, if there is no such rule, they will give it to you in writing.
I dont see why you would be asked to do a police verification when you had a VC

Apply under normal scheme then, no way out unless the VC officer lies and you have proof of staying at the other place for more than an year, even the they might refer to your earlier application and discover that you had claimed something else earlier.

Since under Verification certification method for tatkal passport, you need to be residing at your current address for more than a year, I am thinking of applying under plan B for Tatkal i.e 3 ID proof method.
She has Voter ID, PAN card and PNB passbook(Though the account is more than one yr old but the address in it has been recently changed from Ghaziabad to Gurgaon to have a residence proof in her name).
Do you think there Would be any issues in getting the passport under tatkal scheme.
Also, in the passport application form Which address should be mentioned as the permanent address the current Gurgaon Address or the ghaziabad address Where her parents live.

For Delhi passport applicants;
Right now there is a heavy rush in Delhi to get the passports made during summer vacations. In my case the PV was done on 26 april which started showing at RPO status page on may 3. It has been already one month after the application and 10days after PV received at RPO Delhi. On personal visit to RPO they are not promising the passport yet. February applications are not yet done with.
Those who can wait, please do not go at this time…

Hi, thanks for this site. I have a major problem, am supposed to go to the RPO Mumbai tomorrow for application for re-issue under tatkal scheme.
I have a perfectly valid passport, issued in 1996, in Mumbai, expiring in 2016. Problem is, when I applied for a Schengen visa at the German Consulate, they refused my passport saying that 20 year old Indian passports are no longer accepted by Schengen states. Hence I have to urgently get my passport reissued, as I have already paid for my air ticket dated June 1st. Also the hotel, etc.
Wanted to ask, are you sure that Annexure I is definitely required for all tatkal cases?? Cause my agent told me it would not be required in my case, as it is not a fresh passport, merely a reissue, also residence address, etc. everything else remains the same..She has just asked me to carry docs like bank statements(PSU bank), Election ID card, my B. Com marksheet, ration card, etc.
But after seeing this site I am indeed worried. Tried to get the stamp paper for the affidavit now, but it is too late.. the post office was closed.even the stationary shops did not have it, .can you confirm that the affidavit is required in all tatkaal cases??

It was required in my case and my mom’s case , one of which was a renewal. I do not know the specific laws governing reissue of passport.
Since nothing can be done at this point, stop worrying. Even if they ask you to get Annexure I, its made and attested outside most RPOs in 10 minutes flat.

1. One more query- what exactly is the procedure for the police verification?? I first submit my passport to the RPO, then they send it to the police station, who in turn send it to the CID?? When do I get the passport back in that case??

I applied my passport under tatkal scheme in chennai rpo..on 10th may 2010, the status still shows that “police report not yet recieved”, but i believe its a post police verification for tatkal..is it a default message?.. i cant guess when i will get my passport.. many told me that it takes 2-3 working days.. today is 13th.. the third day.. if i dont get it by tomo, then it will be sat and sun in the middle.. some one pl clarify on that police report point.. please.. thanks in advance…

@Harish – again, dont know specific to reissue. But in other cases, RPO issues new passport to you and at same time forwards file to police station. The police station verifies and send report to passport office. The police doesnt get your passport at any time. If your report is found false/incorrect, criminal proceedings are launched as in tatkaal it means you got passport under fraudulent grounds.
@Priya – Thats not the default status in delhi, please check 1-2 numbers ahead of and before you. Its possible that this is the default status in Chennai RPO. Also in Delhi, status updates take place after every 2-3 days and I had my passport in hand even before status was dispatched on the site.

Online line used to be a hassle 3 years ago in my bro’s time, they had given everyone the same time to come at.
I dont know if you will need the token or not, but I would advise you to reach at 10am and get everything clear as early as possible as token numbers increase exponentially.

If your EPIC card is more than an year old, you should be able to get a passport under tatkaal’s second category, otherwise its at the discretion of the passport office to accept your dad’s passbook, but if you are a major, it wont be 90%.

Hi, am back after a visit to the Mumbai RPO for re-issue of my passport under the tatkal scheme. Would first like to share some of my experiences with others, since this site has also helped me a lot.
The most important thing is to do the registration online and go there close to that time. I was called at 10.30 today, reached there early by 9, after reading a lot of stuff online. Did not help going early at all. They opened the gates for us only at 10, so everyone had to wait for that much time, outside in the hot sun. Once the gates opened, they first assembled all of us in the compound, they then only let in those guys who had appointments for between 10 and 10.30. So the online registration really helped, did not have to wait for tokens etc.
Once inside, it well well, except for the guy at the tatkal counter, he was acting tough with everybody, shouting at almost everyone, except the girls. I reached him within 10 minutes of being inside, he first told me that I would not get the passport in tatkal, as it was still valid for a few years? After I protested(meekly)he then told me that the ‘system was down’, so I had to wait. After waiting for an hour, he then told me to go speak to his superior. I met his superior, who then called up someone to get the ‘system’ fixed. That took half an hour more. Finally I was back at the same counter, the same guy again tried to harass me saying some docs were not in order, or not valid, etc. Finally, when he saw that he could not win this, he stamped everthing and passed it over to the cashier counter.
Waited half an hour at the cashier counter, paid my 3k, and left with a smile on my face. Took me 3 and a half hours, could have been done in max 2 hrs(including the one hr waiting outside the building), if that guy had not made things so difficult for me.

They will post it on 19th and you will get it by 21-22 intra Mumbai.
In Delhi the scenario is pretty different, the token counter is outside the office and opens very early. I have a contact at Delhi RPO who says that they dont give the passport personally at Delhi anymore. No idea about Mumbai.

@neeti – As far as I know , you need to be residing at the address for 1 year in both cases of tatkaal passport, VC and non VC. I am sorry, but I dont think it will be done. You can try though, all the best !
You might be able to get the passport on your husband’s address proof, but I am not too sure about the Ghaziabad RPO and its policies, they seem to vary a lot across passport offices.
Do not employ agents, for tatkaal you yourself have to be present at the RPO anyway, they will just eat your money and vanish.

Yes ,it was urgent.
Suppose now i am apply with normal procedure, then in passport app form i need to mention previous file number. Then they will easily track that i have applied for a passport before 2 months from Pune MH (Different state), now i am applying from Madhya Pradesh.
In this case ,Will they create any objection? Or
I need to submit any residence proof that i was staying at Pune before last 2 months or not required?

Wise Techie, I just checked my passport status on the site. The status is ‘police report not yet received’.
What does this mean??
I have applied for re-issue under tatkal. Submitted on 14th, they have given a despatch date of 19th.
I firstly thought that there is no police verification under tatkal for re-ssue.

@Rakesh, make no mistake. mention your previous file no in the new appl or you will be penalised rs 2500 or even refused a passport.

Needed to share some information with you all guys.
I came to this blog after reading alot about the tatkal scheme over net.
I applied for a passport through a tatkal scheme for my wife.Since we have moved to some other city and have not completed one year at current residence , we thought of applying through her home town.
We read alot about the second option if you dnt have a VC.My friends VC is required at any cost.If you have a VC half of your batte; is won.
Also ppl at Tatkal were very helpful.They guided us and were very nice in their behaviour.
I saw lot of people with incomplete documents coming and when turned away thy started abusing the officals,
With my experince i can say that i didnt went to any agent.I read wht all we require and got my documents prepared.
If you dnt knw anyone ,still your VC can be prepared provided u have all the documents which support your id, address and date of birth proff.
Ppl passport office trip is very tiring and time consuming, so if u planning to visit make sure you have all ur documents prepared.
Also pls dnt take help of agents or touts,thy all are flourshing because we all want to use short cut method to get things done.
We are all responsible for all the mess and if we all become responsible citizens we can clear up this mess.

This is an excellent post and very informative.
I am from Gurgaon and went to the Delhi RPO at Counter 12 and submitted my application in Form No.2 for change of address. The person at the counter checked the application, signed on it and asked me to pay the fees in the adjacent counter. Here, after I paid the fees of Rs.300, the person gave back my passport together with the receipt and patiently explained me the procedure “This will take 20 – 25 days. You have to wait for police verification and after that is done, you should come again to Counter 12, 20 days after police verification and submit the passport for address change.” After 5 days, I went to the SSP office (passport cell) at 3rd floor in Mini Secretariat to check the status and there, I was told that my file number has not yet come up for verification. Now I am waiting for police verification and have two questions. Firstly, could you let me know how long this police verification process can take ? Secondly, I am likely to travel abroad for a short trip. Can I get the visa process done and travel out when my application for address change is still active ? Please give your views. Thanks.

I am living in Paris and my passport was issued in Paris. it will expire on 27/08/10. I would like to get it re-issued in Delhi, as I will be visiting Delhi end of July (one month vacation). I have
– electricity bill (+1 year in my name)
– election card (9 months old, I dont know if its prepation date is written on it)

@Shravan – You can easily mention only 1 address where you spend more time and ensure you stay there while verification is on.
@Meghu – you will need one more identification document as in the list in the post or if you can get a verification certificate then you will only need 10th class certificate apart from what you already have to go for tatkaal passport. Otherwise you will need to apply for general passport.

– my passport was issued from Paris.
– I have stayed for last 10 months in paris.
Will these two fact disqualify me from getting passport under tatkal scheme?
Even if I get a VC, it will be written that I have stayed outside India for last 10 months!
My wife’s passport was issued in Delhi in 2001. But the police verification is not clear. Can I apply for change of address (I think that address change will require police verification and should be done in 15days time) and then apply for passport under tatkal scheme?
An agent told me that she can not apply for address change as her passport will expire in 8 months. Is it true?
If she gets a VC, will it take care of incomplete police verification?

1. We do not comment on what agents say and condemn anyone who uses agents as it increases corruption.
2. VC is not a substitute for police verification, police verification will still need to be done, but a VC ensures its easier.
3. Since your personal doubt is very specific , I would advise you to contact the RPO on the matter. Just fill up a tatkaal application and go, the people there will be able to guide you on the matter.

I have a situation. I got married on dec 2009 and my wife was in bangalore now she got transferred to Hyderabad recenty. I want to apply a fresh passport in tatkal scheme. Problem here is : She cannot produce residence proof of 1 year here but I am staying here from last 3years. I got my marraige registered recently and according to it we are together from last 6 months. On behalf of me whether my address proof will be valid for my wife or not.
Is that VC proof is required or its optional between the three proof among a to i?

@leena – Some RPOs insist that the verification certificate be from the same place as you are, this may be overlooked in case of amy officers.
about Notary , please find a notary at the palce of application, shouldnt be a big deal.
You wont be able to get a tatkaal on your pondicherry address, ICICI bank and official address proof are not valid in any passport office and will be straight away rejected.If you apply via your native place, please ensure that your neighbours dont tell the verification officer that you are no longer living there and things will be fine.

@Sandy – 6 months of marriage = husband’s address proof cannot be used to tatkaal. You still need residence proof and age proof even if you have a VC, its not optional.

1)need to write a letter requesting new or renewal of pasport by self.
2) even though they give a token number but i do not work for tatkal so be their by 9:30 & better be in line.
it just took me less than 2 hour to submit my papers so easy .But be careful with the documents, add & arrange the document carefully & follow the rules.

I want to apply for tatkal since my GMAT exam is approaching.Its on 25 Aug 2010, i have 48 days in my hand, and since you told that it takes 45 days to get ur passport under normal scheme, but still i dont want to take an kind of risk so i want to apply for tatkal.
so i want to know
1. Will my request for tatkal will be accepted as i have more than 48 days left for exam?
2. Whether i need to provide any proof that i have my exam on such date ?If yes, then what?
3. There are two categories under tatkal, one is to get ur passport within a week and second is between 10 and 20 days… which one should i opt?

@Ashna – Passports are very unreliable and can easily take upto 60 days, do not take a chance and get the tatkaal passport, if money is not a big concern, get the one wherein you get a passport in a week.
Under new tatkaal rules , proof of urgency is not required, nor do i think they will consider an exam 48 days away as urgent, so there isnt a point.

I have shifted to a new place a few months back, I have a government bank passbook as address proof for my current residence. I might be able to get a VC from someone in MHRD. I have Pan card, 10th marksheet and much more, however I cannot apply for a passport reissue from here under tatkal scheme since I have been here for less than an year. I am not allowed to apply for one from my permanent residence as I do not reside there. Isn’t that very unfair as I need my passport reissued urgently for some purpose.

I had applied for passport under normal scheme. and since i was residing at the same address in gurgaon for past two years. i had filled the address as same in current and permanent address. however the police officer on verification said if one is residing on rented accomodation then permanant address is also required even if you are residing at the same address for more than one year and evindenced by documentary proof. my police verfification was negative. what should i do. could they reject my applicaton due to reason that i am residing at rented accomodation.

Due to some reasons I couldnt go to enquire about that personally and they destroyed it after one year. Now i want to apply for the new one under tatkal scheme. i alreayd have a passport, which is not yet expired but it has been damaged.
i m currently in gurgaon, which is not my home town
i am in gurgaon for last two years, stayed at two places. for first place where i stayed for long i don’t have any address proof even rent agreemnt is not in my name.
currently i am staying at this place for last 8 months. for address proof, i had an earlier account in SBI (3-4 yeras back), which i transferred to gurgaon few days back especially for this purpose only. Now i have a pass book which has 2-3 years of statement but date of issue is few days back,.
I want to know whether this will work as address proof.
Also if in the application form, i write that i have stayed at other places also, will i be required to give address proof for that as well.????
Also normally how much it take to for police verification in tatkal as i want everything to be done asap.

Beware:
The rules for Tatkal have been changed, now only applications along with annexure F (verification certificate) will be accepted.
The three document method is invalid. I learnt this after standing in the queue for 2 hours. They say the Ministry is to be blamed for not updating the website.
So please get verification certificate for Tatkal passport!

I am applying under tatkal scheme and all documents are fine from my side except my VC. I live at faridabad and one of my cousins is in Army at Lt. Colonel rank. He is currently based out in Hisar(Haryana) around 120 kms from delhi. I have properly formatted VC from him and he has given his I.D. proof also which is very rare(Army officials dont give their I.D. proofs). Still I came to know that only the VC from army officials based out in Delhi should be provided. Is it so? Shoul I request them politely to accept that in that case?

@All— Just for your information, the option of having PP under Tatkal scheme with 3 documents is no longer valid. VC is compulsary in any case if u want PP under tatkal scheme.

I had applied for a re-issue of passport using Tatkal system on 11th August. When I checked for the status online, it read “Passport has been despatched by post on 16-08-2010 vide postal Registration Number 17XXXX”. It is 19th August today and I believe I should get it in a few days.
Questions that I have for you:
1. Weren’t passports delivered using Speed Post. Why have they started using Registered post.
2. As Registered post cannot be tracked, what should one do except waiting?
3. How do you know so much? What is your source of information? Just inquisitive.

@Shivangi—– Not sure about GM of PNB but Tehsildar and DC will work…..but one more important thing these 2 should be of your own locality not from a far away place…..My Colonel’s VC was not accepted as it was not from a Delhi based Officer so now I have arranged from some one in Delhi…..Hope this time they dont reject me…….already 2 times i have been sent back but good that I have gained a lot of knowledge about Do’s/Dont’s for Tatkal scheme

i have driving license, bank account (more than 1 yr old) , residance certificate, birth certificate, BC-E certificate i.e, caste certificate in muslim (this i created 4 years ago) , ration card (i have pink ration card and it has only my fathers photo in that and rest family members name (my name also) as my father is a govt servant..)…….i dnt have vc can i apply for passport under tatkaal scheme with these documents??? all these documents are correct and i also have ssc certificate…kindly reply
